REGULATORY NEWS FOR WEEK OF JANUARY 28, 2019
The objective of this consultation is to inform and solicit comments from stakeholders on the proposed regulatory approach for amending the regulations. Comments received will be considered in the development of proposed regulatory amendments to the regulations. In addition to comments on the proposed regulatory amendments, ECCC welcomes comments and suggestions regarding changes to the regulations to improve its readability.
The guidelines are for people with an interest in healthy eating and nutrition, including:
- policy makers
- health professionals
The Safe Food for Canadians Regulations (SFCR) entered into force on January 15, 2019. To help staff and industry comply with the new regulations, the CFIA continues to publish new and updated guidance documents on a regular basis. Use the CFIA’s Guidance Finder to find information about SFCR requirements by document type, activity type, food commodity, and method of production.
Each year, the ministry schedules inspection initiatives in specific sectors to raise awareness of hazards and increase compliance with the Occupational Health and Safety Act. The ministry has released its schedule of inspection initiatives for 2019-2020.
As a result of changes to labour law under the Making Ontario Open for Business Act, 2018, the ministry has updated its guide to the Employment Standards Act. This guide serves as a convenient source of information on key sections of the Employment Standards Act, including your employment rights and obligations.
Pre-screening technology automatically screens for safety defects such as tire, wheel and brake failures and over-weight loads. It will be used on either the highway, the truck inspection station ramp or both. It will initially be available as a pilot program at four stations: Vineland, Putnam South, Whitby/Oshawa and Lancaster by summer 2019.
WASHINGTON, DC – To protect worker privacy, the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) has issued a final rule that eliminates the requirement for establishments with 250 or more employees to electronically submit information from OSHA Form 300 (Log of Work-Related Injuries and Illnesses) and OSHA Form 301 (Injury and Illness Incident Report) to OSHA each year. These establishments are still required to electronically submit information from OSHA Form 300A (Summary of Work-Related Injuries and Illnesses).
The American Chemistry Council (ACC) announced the chemical industry’s premier policy and regulatory conference, the Global Chemical Regulations Conference and Exhibition (GlobalChem), will take place in Washington, D.C. from March 6-8, 2019, at the OMNI Shoreham Hotel.
Although it has been only two months since Andrés Manuel López Obrador was named president elect, he has already published his environmental agenda, which sets out the objectives to be met and the strategies to be implemented during his six-year term from 2018 to 2024.

- The agenda will introduce regulatory changes regarding air emissions, environmental impact assessments (EIAs) and coastal and marine zones.
- Mexico will keep working towards its goals under the Paris Agreement, such as the implementation of a carbon market.
- Mexico’s administrative offices will undergo significant changes and restructuring.
The European Commission and ECHA have signed an agreement for the Agency to provide recommendations on a regular basis for occupational exposure limits (OELs) that protect workers exposed to hazardous chemicals. The agreement requires ECHA to assess four to five OELs per year from 2020 onwards.

The European Court of Justice (ECJ) stated that the phthalate DEHP should be identified as an endocrine disruptor (EDC) for the environment in a ruling on January 23.
