The Canada Border Services Agency’s (CBSA) Assessment and Revenue Management (CARM) project is a major transformation initiative to modernize the CBSA’s systems and business processes used to assess and collect duties on imported goods. Please be advised that an Order in Council has been published in Canada Gazette, Part II to amend the coming-into-force date of the CARM Regulatory Package to October 21, 2024, which will align regulatory amendments with the external launch of the CARM system. The guidance website is a tool that can be used by PHIs, food safety staff, and owners and operators of food processing facilities. The guidance does not replace or supersede federal or provincial guidance or regulations for fermented foods or food safety. The guidance should be used to supplement and inform decisions related to assessing the food safety risks of fermented foods.
An industrial painting and coating company will pay $350,000 related to a workplace fatality. The company was fined for contravening subsection 7-6 (1) of the regulations (being an employer fail where there is a risk of injury to the head of a worker to provide approved industrial protective headwear and require a worker to use it, resulting in the serious injury of a worker), as well as contravening subsection 9-2 (2) of the regulations (being an employer fail to ensure that workers use a fall protection system at a temporary or permanent work area if a worker may fall three metres or more; or there is a possibility of injury if a worker falls less than three metres, resulting in the death of a worker). In just seven months of establishing a National Emphasis Program to evaluate warehousing and distribution center operations, OSHA led 623 inspections and proposed $2.4 million in penalties. Powered industrial truck (including forklift) violations were cited the most for lack of operator training and poor maintenance. The TSCA Inventory now contains 86,770 chemicals of which 42,377 are active in U.S commerce. Other updates to the TSCA Inventory include updates to commercial activity data and regulatory flags (e.g., significant new use rules). Additional substances continue to be listed with their specific chemical identities after having been moved from the confidential portion of the TSCA Inventory to the public portion as part of EPA’s ongoing TSCA confidential business information review efforts. Since the TSCA Inventory was last updated in February 2024, EPA has moved the identities of approximately 133 chemicals to the public portion from the confidential portion. The U.S. Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) removed BLUE STAR ELD and ELD MANDATE PLUS devices from the list of registered Electronic Logging Devices (ELD). FMCSA placed these ELDs on the Revoked Devices list due to the companies’ failure to meet the minimum requirements established in 49 CFR part 395, subpart B, appendix A. The removals are effective May 21, 2024. In order to account for increased transport of hazardous materials as well as the burdens such transport places on first responders, the Pipeline and Hazardous Materials Safety Administration (PHMSA) proposes overdue updates to the registration fees under the statutorily mandated registration and fee assessment program for persons who transport, or offer for transportation, certain categories and quantities of hazardous materials. PHMSA’s proposal would increase the annual fee to be paid by those registrants qualifying as a small business or not-for-profit organization by $125 to $375 and by those registrants not qualifying as a small business or not-for-profit organization by $425 to $3,000. Interested parties can soon provide information in one go on alternatives to biocidal active substances, as well as their impact on society and other relevant factors for derogation conditions. This will improve the technical assessment of the conditions under which highly hazardous substances could be approved in the EU. On 16 May 2024, the European Commission adopted a restriction on siloxanes D4, D5 and D6. This measure will protect our environment by reducing up to 90 % of the emissions of these very persistent and very bioaccumulative substances. The restriction will start applying after 6 June 2026.
