REGULATORY NEWS FOR THE WEEK OF JANUARY 10, 2022
Having just completed a review of HS Codes on behalf of one of our clients we noted that Chapter 34 had significant changes for surfactants. The most recent Customs Tariff T2022-1 came into effect on January 1, 2022. We are all familiar with 9-1-1, the phone number for police, fire and medical emergencies. How about a 3-digit phone number for mental health emergencies? When someone is having a mental health crisis, it can be very difficult to find—or remember—a 10-digit or 7-digit phone number. This can prevent someone from receiving the help they urgently need. The consultation closes January 31, 2022 Federal This guide is for any person involved in any way with the transport of dangerous goods. During such activities, incidents may occur that may lead to a release or anticipated release. Duty to report is described in section 18(1) of the Transportation of Dangerous Goods Act, 1992 (TDG Act), and referenced in Part 8 of the TDG Regulations. On the basis of the information presented in this draft screening assessment, it is proposed to conclude that the eight hydrocarbon-based substances in this assessment do not meet the criteria under paragraph 64(c) of CEPA as they are not entering the environment in a quantity or concentration or under conditions that constitute or may constitute a danger in Canada to human life or health. The following substances were added to the DSL: 93-47-9 541-41-3 1318-02-1 29297-55-0 37282-15-8 41258-95-1 56524-63-1 68919-76-6 71173-61-0 71938-33-5 73018-51-6 88335-24-4 118974-46-2 162492-07-1 381164-41-6 880105-45-3 1142950-68-2 1415043-98-9 1808095-21-7 2241366-04-9 2252326-88-6 2254731-73-0 2263959-83-5 19429-7 19431-9 19432-0 19433-1 19532-0 19538-6 19539-7 19540-8 19541-9 19542-0 19543-1 19544-2 19545-3 19546-4 19547-6 19550-8 19551-9 19552-0 19553-1 19554-2 19555-3 19556-4 19557-5 19558-6 19559-7 19560-8 19561-9 19562-0 19563-1 19564-2 19566-4 19569-7 19570-8 19571-9 19572-0 19573-1 Bacillus amyloliquefaciens subspecies amyloliquefaciens strain W215 N-S Non-replicating recombinant adeno-associated virus containing AAV9 capsid and a codon-optimized expression cassette encoding OptiDysΔ3978 (mini-dystrophin) (PF-06939926) Recombinant human mesenchymal stromal cells with a non-viral plasmid expressing the angiopoietin and acyloxyacyl hydrolase genes (GEM00220) Significant New Activity (SNAc) orders were published for CASRN 170621-28-0, 1034343-98-0, 1661012-65-2 and Bacillus subtilis strain HF2 The Volatile Organic Compound Concentration Limits for Certain Products Regulations (the Regulations) will apply to Canadian manufacturers and importers and will establish VOC concentration limits for approximately 130 product categories and subcategories. This will include personal care products; automotive and household maintenance products; adhesives; adhesive removers; sealants and caulks; and other miscellaneous products. A Notice of Intent to amend the Domestic Substances List (DSL), deleting one non-eligible living organism (confidential accession number 13637-2), was published in the Canada Gazette, Part I, on January 8, 2022. Effective January 15, 2022, the EU will require industry to use updated export certificates to maintain market access due to the Animal Health Law (AHL) that came into force in the spring 2021. All regulated commercial animal and food products exported to the EU must be accompanied by import documents that will now be prepared in TRACES NT, serving as pre-notification of the arrival of a consignment. This means that control authorities at EU borders or at destination points can plan their controls and secure inspection times.
New legislation came into effect on December 1, 2021 which is now accessible through the new Occupational Health and Safety Resource Portal. Notice is hereby given, in accordance with sections 10 and 11 of the Regulations Act (chapter R-18.1), that the Regulation to amend the Regulation respecting occupational health and safety, appearing below, may be made by the Commission des normes, de l’équité, de la santé et de la sécurité du travail and submitted to the Government for approval. To slow the spread of COVID-19, Nova Scotians are asked to stay home from work if they’re sick. Applications for the Province’s COVID-19 Paid Sick Leave Program open Monday, January 10, at 1 p.m. for people who cannot work remotely and must stay home due to COVID-19. A chronic bacterial infection, a flame retardant (antimony trioxide), and six water disinfection byproducts are listed in a new HHS cancer report. On Jan. 5, the FDA published a new, interactive public data dashboard that allows anyone to view historical data from the Reportable Food Registry (RFR), an essential tool that the food industry uses to alert the FDA of a dangerous food product. The new dashboard, which will be updated annually, makes it faster and easier to get better data from the RFR. The RFR program helps our state and local partners better determine when to issue health alerts, take steps to remove harmful food from the market and target enforcement efforts, such as sampling assignments. The Office of Environmental Health Hazard Assessment (OEHHA) is releasing a draft document for public review, summarizing the toxicity and derivation of proposed Reference Exposure Levels (RELs) for 1-Bromopropane (1-BP). RELs are airborne concentrations of a chemical that are not anticipated to result in adverse non–cancer health effects for specified exposure durations in the general population, including sensitive subpopulations. Harmful chemicals in tattoo inks and permanent make-up are being restricted in the EU under the REACH Regulation from January 2022. Chronic allergic reactions and other inflammatory skin reactions from tattoo and permanent make-up inks are expected to drop because of the new rules. More serious effects such as cancer, mutations or harm to our reproductive system potentially resulting from chemicals used in the inks are also expected to decrease. The EU has also banned the use of some specific blue and green pigments used in tattoo inks (Pigment Blue 15 and Pigment Green 7). For these, the ban will apply in the beginning of 2023 to allow industry more time to find safer alternatives. Safety Share Employers must prepare for workers to be ill and a need to self-isolate during this time, including how they will: Nearly one-third (30 percent) of U.S. home fires involving Christmas trees occur in January. With this post-holiday fire hazard in mind, the National Fire Protection Association (NFPA) strongly encourages everyone to keep the festive memories and remove the hazards by disposing of Christmas trees promptly after the holiday season.
