We’re very excited to inform you that Dave Saucier, FPCSC partner and president of Chemical Compliance CA Inc. has been appointed to the Russell Township Environmental and Sustainability Advisory Committee which serves the community as a forum for discussion on environmental matters. The first meeting is set for March 6, 2023. For those companies that sell chemical consumer products that must comply with the Consumer Chemicals and Containers Regulations, 2001 (SOR/2001-269), that the person responsible must use one or more of the applicable properties, data sources or test procedures set out in Section 6 or Parts 1 to 5, must determine: At minimum, these test reports should include a flash point test for liquids, possible pH with acid/alkali reserve, leakage testing for full and empty packaging and credible data or appropriate testing to support that the hazard classification(s), if any, is correct.
In 2019, the United States’ Environmental Protection Agency removed restrictions on lambda-cyhalothrin’s use. The PMRA made the opposite decision, which has led to confusion about what will be done about livestock feed coming in from our largest trading partner. Among other changes, it can no longer be used for any crop that may end up as livestock feed and as a result, its manufacturers have pulled their products from Western Canada. California and Quebec released the results of the 34th joint cap-and-trade auction of carbon allowances from both jurisdictions. The final numbers include sales figures and settlement prices for 2023 (current) and 2026 (advance) vintages. These revisions align the Organic Materials Review Institute’s (OMRI) standards with the National List of Allowed and Prohibited Substances (National List) at 7 CFR §§205.601–606, which was updated on December 21, 2022, as reported in a Federal Register notice. The U.S. Environmental Protection Agency (EPA) released for public comment and peer review a set of principles for evaluating cumulative risks under the Toxic Substances Control Act (TSCA) and an approach for applying those principles to the evaluation of the cumulative risk posed by certain phthalate chemicals undergoing TSCA section 6 risk evaluation. The U.S. Environmental Protection Agency (EPA) is finalizing technical updates to its Formaldehyde Emission Standards for Composite Wood Products under Title VI of the Toxic Substances Control Act (TSCA). The EPA is proposing changes to its test procedures required to be used by industries and municipalities when analyzing the chemical, physical, and biological properties of wastewater and other samples for reporting under EPA’s National Pollutant Discharge Elimination System (NPDES) permit program. The Clean Water Act (CWA) requires EPA to promulgate these test procedures (analytical methods) for analysis of pollutants. Approval of a New Information Collection Request: The Federal Motor Carrier Safety Administration has published an agency information collection activity notice covering the Effectiveness of third-party testing and minimum standards for commercial divers license (CDL) knowledge and skills tests. This notice announces that the Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Hazardous Materials Safety will host four public meetings during 2023 in advance of certain international meetings. For each of these meetings, PHMSA will solicit public input on current proposals. The European Chemicals Agency (ECHA) Board of Appeal’s decision affects registration requirements for monomer and polymer importers and manufacturers. The EU-wide restriction of certain perfluorocarboxylic acids (C9-C14 PFCAs) – a subgroup of per- and polyfluoroalkyl substances (PFAS) – starts applying from 25 February onwards. PFCAs cannot be placed on the market or used in most applications after that date. Some uses have been granted longer transition periods.
